International Criminal Tribunal for Rwanda (ICTR) Special Bibliography
This bibliography is the second edition to be published by the UNICTR legal Library and Reference. It continue to show how the ICTR inspired researchers. Only for this edition, 200 titles will be added including books, articles from legal journals, comments and summaries regarding cases, unpublished theses and other relevant titles. The product will serve as a reference tool in locating resources written in the work of the Tribunal.
National Accounts Statistics
The publication contains detailed official national accounts data for 202 countries or areas of the World for the years 2000 to 2011. Each country chapter presents a write-up on the methodology and data sources which are used to compile the national accounts. The publication contains statistics on gross domestic product by expenditure at current and constant prices and the relations among product, income, saving and net lending; value added by kind of activity at current and constant prices, and output, gross value added and fixed assets by industry; classification of consumption expenditure of general government, households, and non-profit institutions serving households according to purpose; production account through the financial account for the institutional sectors; and cross classification of gross value added by industry and institutional sector.
World Statistics Pocketbook
The World Statistics Pocketbook 2012 is the thirty-second in a series of annual compilations of key statistical indicators prepared by the United Nations Statistics Division of the Department of Economic and Social Affairs. Over 50 indicators have been collected from more than 20 international statistical sources and are presented in one-page profiles for 216 countries or areas of the world. This issue covers various years from 2005 to 2012.
Arab Human Development Report
This edition marks the ten-year anniversary of the launch of the Arab Human Development Report series. This report aims to reassess the development paths of the Arab countries, to identify key trends and areas of progress and challenge, and to identify key lessons learned and positive examples that can be used by stakeholders in the Arab countries, particularly governments, as they seek to bolster human development in an increasingly complex development context. It explores a wide range of topics such as peace and stability; education and values; opportunities and challenges for the youth; sustainability; rule of law, integrity and transparency; poverty and social development; and development and the public sphere. The theme connecting all the chapters is empowerment for human development.
International Trade Statistics Yearbook
This publication is issued in two volumes which are prepared at two different times in the year. Volume I: Trade by Country provides an overview of the international trade merchandise trade in 2011, as well as detailed data for a total of 175 countries (or areas) are shown with the 2011 data on imports and exports by commodity and trading partner provided for approximately 90 countries (or areas), representing more than 70% of world trade of 2011. Volume II: Trade by Commodity contains the detailed tables showing international trade in main commodity groups, and is finalized approximately six months after the completion of Volume I (in December 2012).
United Nations Juridical Yearbook

Industrial Commodity Statistics Yearbook

Financing Human Development in Africa, Asia and the Middle East
This book assesses feasible financing strategies for policymakers to follow in pursuance of human development, taking as reference the United Nations' Millennium Development Goals (MDGs) and their achievement by 2015. These strategies are analyzed in the context of broader concerns of economic development with special reference to nine countries from Africa, Asia and the Middle East; that is, how to make macroeconomic policies support more effectively sustained growth while reducing widespread poverty and inequalities and other human development gaps in low- and middle-income countries, especially in times of global economic crises or external shocks. In this sense, this book adds new evidence regarding the social deficits in these countries and suggests policy options to overcome them.

Nineteenth United Nations Regional Cartographic Conference for Asia and the Pacific: Report of the Conference

This paper aims to develop a coherent United Nations approach to support the international community’s efforts to improve the regulation of international transfers of conventional arms. It records the United Nations Organization’s advocacy over the past years of a robust and comprehensive Arms Trade Treaty that covers the full array of conventional weapons as well as ammunition and that includes provisions that arms not be transferred where there is a clear risk that they will be used to commit violations of international humanitarian law and human rights law or seriously undermine development.

Economic and Social Survey of Asia and the Pacific
This document provides a review of the region’s performance in 2012 and its outlook in 2013 as it recovers from the global economic crisis and assesses the region’s policy response to remaining and emerging vulnerabilities. Areas of economic and social policy analysed include growth, inflation, trade and investment, financial markets, employment, migration and remittances. Forum on Crime and Society
The global response to trafficking in persons is the main topic of this issue of Forum on Crime and Society. Following the ratification of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the United Nations Convention against Transnational Organized Crime, in 2003, many countries have introduced new or improved existing legislative provisions to tackle this crime more effectively. Trafficking in persons is now a specific offence in many countries, at least for its most common purposes, namely sexual exploitation and forced labour. The present article provides a broad overview of how countries worldwide have so far responded to trafficking in persons.
Championing Children's Rights: A Global Study of Independent Human Rights Institutions for Children
Independent Human Rights Institutions for Children, referred to as "Ombuds for Children", have gained considerable importance in implementing the Convention on the Rights of the Child, and as key contributors to policy processes for child rights. Ombuds for Children monitor the actions of governments and other actors that affect children, promote children’s rights, and facilitate dialogue between children and the State. Many countries established, or are setting up, such institutions. International networks exist to facilitate and support these efforts. This study examines independent institutions for children’s rights, with a view to informing decision-making. It analyzes their distinctive value in the realization of children’s rights, highlights practical considerations, and identifies conditions for their effective functioning.
Demographic Yearbook

Demographic Yearbook 2011 is the the sixty-second in a series published since 1948. Through the cooperation with the National Statistical Offices, official demographic statistics are compiled in the Yearbook, as available, for more than 230 countries and areas of the world up to the reference years 2011. This edition of the Yearbook contains chapters on the population size and distribution, the population of capital cities, fertility, foetal mortality, infant and maternal mortality, general mortality including by cause of death, nuptiality and divorce.

Cities of Opportunity: Partnerships for an Inclusive and Sustainable Future. Final Report of the Fifth Asia-Pacific Urban Forum
Cities of Opportunity: Partnerships for an Inclusive and Sustainable Future presents the outcomes of the Fifth Asia-Pacific Urban Forum, organized by ESCAP and partners from 20-25 June 2011 in Bangkok, Thailand. The report gives an overview of current thinking on inclusive and sustainable urban development and how innovative financing and governance approaches can contribute to that. It highlights the role that social movements play in changing Asian cities for the better. Papers written by eminent urban experts outline urban challenges specific to five sub-regions: North and North-East Asia, South-East Asia, South and South-West Asia, North and Central Asia and the Pacific. Summaries of break-out sessions organized by ESCAP’s partners go in depth on specific aspects of urban development, including urban planning, infrastructure, alternative financing mechanisms and housing.
World Population Prospects DVD
This Probabilistic Population Projections CD-Rom was prepared by the Population Division of the United Nations Department of Economic and Social Affairs (DESA). It contains probabilistic projections of total fertility, and also includes probabilistic projections of life expectancy at birth for all countries that do not have a high prevalence of HIV/AIDS infections. The probabilistic projections are based on the historical estimates of population by age and sex, fertility and mortality between 1950 and 2010 from the 2010 Revision of the World Population Prospects.
World Youth Report
This is a biennially recurring publication of the United Nations. This year, it is largely based on an e-discussion with young people and representatives of youth-led organizations on the transition from schools and training institutions into the world of work. It shares the participants’ views, experiences and recommendations on preparing for, entering, and remaining active in the labour force. Young people are crucial stakeholders in the pursuit of decent and productive work for all, often pioneers in their respective fields, yet, too frequently, their voices go unheard particularly with decision-makers. This report brings young people’s voices into the forefront where youth issues are discussed and acted upon.
Child Well Being in Rich Countries: A Comparative Overview
Part One of this report presents a league table of child well-being in 29 of the world's advanced economies. Part Two looks at what children say about their own well-being (including a league table of children’s life satisfaction). Part Three examines changes in child well-being in advanced economies over the first decade of the 2000s, looking at each country’s progress in educational achievement, teenage birth rates, childhood obesity levels, the prevalence of bullying, and the use of tobacco, alcohol and drugs.

Organized Crime and Instability in Central Africa
No area of the world faces a greater challenge with regard to resource-related conflict than Central Africa. The violence and instability in the region has cost millions of lives, ranking among the most deadly in recent history. All those presently indicted by the International Criminal Court come from Central Africa, broadly defined, and more children are exploited in armed conflict in Central Africa than in any other part of the world. While the causes of the conflict are complex, there can be little doubt that resource theft and smuggling have enabled armed groups and have perpetuated an environment of lawlessness and impunity. This Report assesses the mechanics of how contraband and resource smuggling fuel conflict, prolong instability and retard development.

Summaries of Judgments, Advisory Opinions and Orders of the Permanent Court of International Justice
This series contains summaries of judgments, advisory opinions and orders of a substantive nature issued by the International Court of Justice, the principal judicial organ of the United Nations. The present volume includes summaries of all the judgments, advisory opinions and orders issued by the Permanent Court of International Justice, the predecessor of the International Court of Justice. From 1922 to 1946, the Permanent Court dealt with 29 contentious cases and delivered 27 advisory opinions, thus participating in the settlement of numerous international disputes and contributing to the development of international law. The decisions summarized in the present volume have played and continue to play an important role in understanding the jurisprudence of the International Court of Justice.

Crushed Hopes: Underemployment and Deskilling among Skilled Migrant Women
This report is a collective publication comprising a review of international literature on the subject of migrant deskilling and underemployment from a gender perspective and three empirical case studies from Switzerland, Canada and the United Kingdom. It explores the disproportionate difficulties skilled migrant women can face in transferring their skills and finding employment commensurate with their education when relocating to a new country. The case studies highlight situations in which migratory status and labor market dynamics can combine to constrain skilled and highly skilled migrant women to low-skilled occupations despite their often high human capital. They also analyze the impact that such occupational downgrading can have on migrant women’s well-being and the strategies that women can adopt to regain a professional status.
Local Commons and Democratic Environmental Governance
Providing a much-needed antidote in this age of globalization, this volume advances the idea of collaborative governance as an integration of open and closed commons. Options for the Further Strengthening of the NPT's Review Process by 2015
Parties participating in the 2010 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) decided to defer its consideration of further strengthening of the review process of the Treaty to the next review cycle. Consequently, this issue was addressed at the first session of the Preparatory Committee for the 2015 Review Conference, held in Vienna from 30 April to 11 May 2012. This paper examines the various proposals that have been put forward thus far and that could incrementally improve accountability and efficiency as well as provide greater continuity and substantial savings. This includes smarter use of the time for substantive consideration, on the general debate and early establishment of subsidiary bodies, on moving to digitized records, on the establishment of an NPT Secretariat and the enhancement of participation by non-governmental organizations.
Enabling Environment for the Successful Integration of Small and Medium-sized Enterprises in Global Value Chains: Country Studies of Bangladesh, Nepal and Sri Lanka

This publication aims to propose practical policy interventions for improving business environments by targeting three South Asian countries — Bangladesh, Nepal and Sri Lanka, to facilitate SMEs’ access to global and regional markets through GVCs. Sector based value chain approach was adapted to focus on a few product groups with high export potentials: plastic goods from Bangladesh; coffee and ginger for Nepal and rubber and electronic products in Sri Lanka. National action plans and a subregional programme, together with operational strategies including needed institutional framework among stakeholders, for those products were developed and presented.

Policy Guidebook for SME Development in Asia and the Pacific
As drivers of economic growth and prosperity, small and medium enterprises (SMEs) play a key role in economic development. However, the SME sectors of developing Asia-Pacific economies face issues (both general and nation-specific) that hinder their growth. There is a strong need to tackle such issues while taking into account the variety of experiences, policies and programmes of different countries. Covering major SME constraints — business enabling environment, entrepreneurial culture, access to finance, innovation and technology adaptation, business development services, and market access — this publication proposes public policy guidelines with an aim to develop a vibrant SME sector. It serves as a training manual for entrepreneurs, trainers as well as business associations for SME capacity building.
African Statistical Yearbook
The Yearbook series is a result of collaborative efforts by major African regional organizations to set up a joint data collection mechanism of socioeconomic data on African countries, as well as the development of a harmonized database. It seeks to promote wider use of country data, reduce costs, significantly improve the availability and quality of the data, and lead to better monitoring of development initiatives on the continent. The data in this issue of the Yearbook are arranged generally for the years 2003-2011, or for the last eight years for which data are available. It is published in a single volume consisting of two parts: a set of summary tables followed by country profiles.
Energy Balances and Electricity Profiles

Manufacture of Narcotic Drugs, Psychotropic Substances and Their Precursors
This publication lists national manufacturers authorized by governments to manufacture or convert specific narcotic drugs and psychotropic substances, as well as manufacturers of precursor chemicals, on a country-by-country basis. Along with the name of manufacturers, readers will find contact details and the name of narcotic drugs and/or psychotropic substances each manufacturer is authorized to produce. An index in English, French and Spanish of all substances under international control reported to have been actually manufactured during the year appears at the end of the publication, indicating the country or countries in which manufacture took place and the manufacturers involved.
Jacketed Women: Qualitative Research Methodologies on Sexualities and Gender in Africa
In 2004, the African Gender Institute ran a continental research project, Mapping Sexualities, among the objectives of which was the development of a research methodology suited to carrying out in-depth case studies of the dynamics of gender and contemporary sexual cultures in Ghana, Nigeria, South Africa and Uganda. This book is the result of that research. The chapters cover broad-ranging issues and include questions about what it means to research topics that are unpopular or fraught with the sense of the taboo that underpins much work in sexualities and gender studies. It aims at providing practical assistance in developing international economic relations, common standards and tools for trade facilitation. World Population Prospects
This report presents the 2010 Revision of the population estimates and projections prepared by the Population Division of the Department of Economic and Social Affairs of the United Nations Secretariat. The 2010 Revision constitutes the twenty second round of the global population estimates and projections produced by the Population Division since 1951 and it breaks new ground in the production of population projections. For the first time, projections are carried out up to 2100, instead of 2050 as previously.

20 Years of Action for Global Environment
Over the last two decades, the Small Grants Programme (SGP) has supported communities to respond to environment and development challenges with sustainable livelihoods, community nature-based enterprises, and microfinance approaches that alleviate poverty, provide income, increase food security, and enhance overall well being. This publication presents the history and evolution of the SGP. It provides an account of its principal features: diverse partnerships which are its mainstay; and, the results and benefits achieved. Economic Survey of Latin America and the Caribbean
The sixty-fourth edition of the Economic Survey reviews the economic performance of Latin America and the Caribbean during the first half of 2012, and assesses the economic policies implemented by the countries of the region in the face of adverse external scenarios, such as spiralling food and fuel prices in 2008, the global financial crisis, and international uncertainty and the global economic cooldown starting in the second half of 2011. It also tracks investment in the region over time, identifying its components and examining the pattern of savings for funding investment. Finally, it examines the challenges faced and the progress made on four important fronts: the countercyclical response on the part of the regional development banks; new instruments for facilitating intraregional trade; changes to the Latin American Reserve Fund; and the creation or strengthening of mechanisms for fiscal and monetary authorities to cooperate in exchanging information and drafting common standards.
Latin America and the Caribbean in the World Economy
The 2011-2012 edition focuses on the theme of continuing crisis in the centre and new opportunities for developing economies. Chapter I examines the difficult international economic situation and the outlook for the rest of the decade. Chapter II takes stock of the boom in commodity prices that began around 2003 and its evolving impact on the value of the region’s exports, drawing particular attention to the growing role of developing Asia, especially China, as a destination for commodity exports from Latin America and the Caribbean. Chapter III looks at recent performance and the short-term outlook for trade and economic integration in the region. It analyzes foreign trade trends in Latin America and the Caribbean in 2011 and 2012 by main trading partner and category of product for the region overall and for the subregions. Chapter IV examines the international integration of Latin America and the Caribbean in relation to the trends discussed in the rest of the document.
Inventory of Main Standards and Parameters of the E Waterway Network: Blue Book
This book presents a regularly updated inventory of existing and envisaged standards and parameters of E waterways (Pan-European network of inland waterways of international importance) and ports in Europe and shows, on an internationally comparable basis, the current inland navigation infrastructure parameters as compared to the minimum standards and parameters prescribed in the European Agreement on Mainland Inland Waterways of International Importance (AGN). It identifies bottlenecks and missing links in the existing E waterway network. Crime has become one of the main challenges threatening economies and livelihoods in Caribbean countries, but the right mix of policies and programmes can halt the problem. This report reviews the current state of crime as well as national and regional policies and programs to address the problem in seven English- and Dutch-speaking Caribbean countries: Antigua and Barbuda, Barbados, Guyana, Jamaica, Saint Lucia, Suriname, and Trinidad and Tobago. It provides key recommendations regarding turning the high rates of violent crimes around, addressing gender-based violence, addressing youth violence, and public security.
Compendium of Intra-African and Related Foreign Trade Statistics 2011
This Compendium is compiled to provide quality and timely statistical data for the monitoring, evaluation, analysis, research, and promotion of the intra-African trade. The Compendium presents foreign trade data in sixteen chapters for all African countries for the period 2002 to 2010. Different data sources have been used and various common estimation methods applied to fill data gaps. Information on total, share, direction, and evolution of African trade is provided. Focusing on intra-African trade, related statistical data of trade flows are grouped by region, subregions, and Regional Economic Communities (RECs) in Africa, a unique feature that has been found nowhere else. It is hoped that the Compendium will provide the needed support to ongoing efforts aimed at ensuring the integration of the African continent.
No One Left Behind: Good Practices to Ensure Equitable Access to Water and Sanitation in the Pan-European Region
This publication presents good practices and lessons learned from throughout the pan-European region on the policies and measures to be enacted to provide equitable access to water and sanitation. It distinguishes three key dimensions of equitable access: geographical disparities; specific barriers faced by vulnerable and marginalized groups; and affordability concerns. A range of available policy options to fight inequities in each of those key dimensions are presented.

Demography of Adaptation to Climate Change (The)
A flurry of extreme weather events, together with projections that grow more somber with every new scientific advance, have dramatically highlighted the need to respond more effectively to climate change. Reacting to events after they occur is no longer sufficient; we increasingly need to anticipate and reduce the suffering and the enormously damaging impacts coming events will cause. This book addresses a major gap in adaptation efforts to date by pointing to the vital role that an understanding of population dynamics and an extensive use of demographic data have in developing pre-emptive and effective adaptation policies and practices. Bulletin for Industrial Statistics for the Arab Countries 2004-2010
This publication provides detailed industrial data of Arab countries for policy-makers, analysts and researchers. It includes time series of data and indicators for the period 2004- 2010. The Bulletin is divided into two parts. Part I includes summary tables on the overall industrial trends like the levels of output expressed as the per capita value added at constant prices, labor productivity expressed as the share of value added at constant prices per employee, and the size of the contribution made by industry to gross domestic product (GDP) at producers’ prices. Part II contains tables of industrial statistics for each Arab country – the number of establishments, the number of employees, wages and salaries, output, value added and the industrial production index numbers.
UNCITRAL Legislative Guide on Insolvency Law, Part Three: Treatment of Enterprise Groups in Insolvency
Adopted in 2010, this text is designed to provide timely guidance to States on how to develop and improve the administration of the insolvency of enterprise groups, both domestically and in the cross-border context. It recognizes that the business of corporations is increasingly conducted, both domestically and internationally, through enterprise groups, which are therefore an important feature of the global economy and significant to international trade and commerce. Notwithstanding that significance, and the importance of knowing how a group will be treated in insolvency if its business fails, as well as the need for fast and efficient resolution of its financial difficulties, the Commission noted that very few, if any, States recognized enterprise groups as distinct legal entities or had a comprehensive regime for their treatment in insolvency.

Globalization and Development in Sub-Saharan Africa
This publication critically reviews the effects of globalization on sub-Saharan Africa over the last three decades. The large gains expected from opening up to international economic forces have, to date, been limited, while there have been significant adverse consequences. Foreign direct investment in the region has been largely confined to resource extraction, especially minerals, even as continuing capital flight has reduced financial resources available for productive investments. Premature trade liberalization has undermined prospects for the economic development of productive capacities in many sectors – including manufacturing and agriculture -- are not sufficiently competitive to take advantage of improvements in market access.

Glossary of Shared Water Resources: Technical, Socio-economic and Legal Terminology
This glossary was prepared by the Economic and Social Commission for Western Asia (ESCWA), in cooperation with the Federal Institute for Geosciences and Natural Resources (BGR) of Germany. It is a response to a request from the sixth session of the Committee of Water Resources at ESCWA, which called for a clearly explained vocabulary for use in describing internationally-shared surface and groundwater. Adopting a unified English-Arabic common terminology is thus expected to harmonize understanding of the technical, socio-economic, environmental, institutional and legal issues related to the joint management of shared water resources. This glossary is intended to be used by specialists, including decision makers and negotiators from different Western Asian and Arab countries.
Independent Review of UNDP Evaluation Policy
This is the first independent review of the United Nations Development Programme (UNDP) Evaluation Policy that was requested by the UNDP Executive Board in decision 2006/20, which approved the policy in 2006. The review assesses the performance of the evaluation function and the extent to which the organization has responded to the requirements of the policy and identifies lessons and recommended areas for the attention of the Executive Board, UNDP senior management and the Evaluation Office. The team of consultants conducted the review, which involved interviews of UNDP staff and partners during two visits to New York headquarters and select country visits.

Least Developed Countries
This Report reviews the LDCs' recent economic performance and examines how to enhance developmental impact of remittances and tap into the knowledge pool of its citizens abroad. Given the increasing magnitude of remittances in LDCs, the Report explores both the beneficial as well as possible adverse impacts of this type of private external flow. While remittances are the most visible effect of migration, there are other forms of Diaspora engagement within the home country such as Diaspora knowledge networks that can facilitate technological catch-up in LDCs and therefore enhance development of productive capacities. Through innovative forms of network-based industrial policy, LDCs could offset some of the adverse impacts of brain drain on their economies. The Report concludes with a policy review section containing lessons from international experiences in this area of interest to LDCs.

Statistical Yearbook for Latin America and the Caribbean
The Yearbook comprises four chapters. The first covers demographic and social indicators, reflecting special efforts to mainstream the gender perspective in statistical information. The second chapter presents economic statistics relating to trade, balance-of-payments and prices, as well as national accounts. The third chapter provides the quantitative information available on the environment. While priority is given to data from international sources, the electronic version also includes the data available and compiled by the UN on each of the countries of the region. Given the abundance of different, sometimes conflicting, data now accessible to researchers through the Internet, special attention must be paid to the data sheets on which the source of the data, their definition and coverage are specified. This information is presented in the fourth chapter, supplementing the more specific information contained in the footnotes to each of the tables of this Yearbook.

Somalia Human Development Report 2012: Empowering Youth for Peace and Development
The new report is based on surveys conducted in more than 3,000 households in south central Somalia, Puntland and Somaliland. It reveals that although the majority of Somali youth believe they have a right to be educated (82%) and a right to decent work (71%), they feel disempowered by multiple structural barriers built into the family, institutions, local government and society at–large. The report contains a Youth Charter, developed by youth representatives from Somaliland, Puntland and south central Somalia which underlines the aspirations, perceptions and needs of young Somalis.

The United Nations Economic Commission for Europe (ECE) carries out Environmental Performance Reviews (EPR) in its member States that are not members of the Organization for Economic Cooperation and Development in order to improve their environmental management by recommending ways to achieve better policy implementation. This first EPR of Turkmenistan covers 13 issues related to policymaking, planning and implementation, the financing of environmental policies and projects and the integration of environmental concerns into economic sectors, in particular the sustainable management and protection of water resources, waste management, air pollution, forestry, biodiversity and protected areas, energy and climate change.

Friend or Foe? Dominant Party Systems in Southern Africa: Insights from the Developing World
Within southern Africa, there is an observable increase in dominant party systems, in which one political party dominates over a prolonged period of time, within a democratic system with regular elections. This party system has replaced the one-party system that dominated Africa’s political landscape after the first wave of liberations in the 1950s and 1960s. This book seeks to understand this trend and its implications for southern Africa’s democracies by comparing such systems in southern Africa with others in the developing world (such as India, South Korea and Taiwan). In particular, the case of Zimbabwe stands out as a concerning example of the direction a dominant party can take: regression into authoritarianism. India, South Korea and Taiwan present alternative routes for the dominant party system. The salient question posed by this book is: Which route are Botswana, Namibia and South Africa taking? It answers by drawing conclusions to determine whether these countries are moving towards liberal democracy, authoritarianism or a road in between.
